Local Advisory Centres : take part in helping to improve everyday life


Anxious to involve citizens in the running of everyday life in the town, the Municipal Council has implemented Local Advisory Centres to further improve a local democracy policy that has been in place for several years in Antibes Juan-les-Pins.


Antibes Juan-les-Pins council has pursued a local democracy policy since 1996, providing a Help Line for residents to give voice to issues concerned with daily life in their area.
The town was divided into five administrative areas by Antibes Juan-les-Pins council in 2003, with annual visits to each sector to consider reconstruction, renovation and general improvement propositions.
The council is now putting in place yet more networks to improve local democracy by the setting up of the Local Advisory Centres which are presided over by local representatives and the Mayor.

More democratic procedures for decisions on projects

Encouraging citizens to take part in debates on projects that concern their everyday life in an active and concrete way is the prime objective of this new policy.
Local Advisory Centres can also respond directly to questions posed by residents of the area. They will also serve to group ideas and propositions that serve the general interest of the sector and to bring them to fruition.

Four new local representatives

The five large sectors defined in 2003 are maintained but each boundary has been slightly amended.
The Antibes Heart of Town includes Place de Gaulle, the old town, the station and Fort Carré (formerly attached to Great East sector) and Ponteil (formerly attached to Antibes Juan-les-Pins Beach Resort). The Mayor serves as president.
The Antibes Juan-les-Pins Beach Resort sector includes Juan-les-Pins, Gallice and the Cap, and as of now Pont Dulys (formerly attached to Antibes West Residential). Mrs Bouffier is president of this sector, assisted by Mrs Lonvis for the Pont Dulys sector.
The Antibes Great East sector includes Rabiac, Pagane, Groules, Bréguières, Azurville/Val Claret, Constance, Fontonne, Puy, Prugnons and Cougoulins/Rastine. Mrs Bousquet is the president.

The Antibes West Residential sector includes Antibes-les-Pins, Colle, Badine, Laval, Estagnol, Saint Maymes/Lauvert, Fontmerle and Saint Jean. Mrs Thomel is the president.
Finally the Antibes Activities sector includes Terriers/Nova Antipolis, 3 Moulins, Super Antibes, Bastides, Combes and Semboules ((formerly attached to Antibes West Residential). Mr Amar is president, assisted by Mr Chaussard for the Semboules sector and Mr Gastaldi for the 3 Moulins sector.

How Local Advisory Centres work

The Local Advisory Centres are staffed by residents who live and work in the area. They are chosen by the Mayor for a one-year renewable period and grouped in large categories (designated colleges) to demonstrate the most comprehensive all-over picture of the area. The five colleges act as headquarters for the Local Advisory Centres, elected representatives, associations, representatives from the socioeconomic sector and people from institutions as well as all those implicated in daily life in the sector.

The aims of the Local Advisory Centres

The Local Advisory Centres study any problem areas that could arise in propositions for the Mayor and council (renovation, reconstruction, roads, traffic flow, street cleaning, anti-social behaviour and so forth). They meet twice a year and follow a precise procedure according to instructions given in visits to the sector.
They formulate propositions for development projects and work out priority for these, which after examination by the council are featured on town project lists for that year and accorded development grants.
Local Advisory Centres are also responsible for observing the course of action for these propositions.
The Local Advisory Centres hold a public meeting once a year open to residents of the sector where everyone is encouraged to give their opinion on matters that arise.
All projects carried out by the Local Advisory Centres are evaluated each year at a meeting presided over by the Mayor.
